SENATE BILL 869 SUMMARY

• Authorizes the Secretary of State to develop and issue fund-raising registration plates recognizing the Detroit Red Wings, Detroit Tigers, Detroit Lions, Detroit Pistons, and NASCAR, with designs submitted by each organization and approved by the Secretary of State in consultation with the Department of State Police.

• Requires a $15,000 start-up fee for any new fund-raising plate and a $2,000 redesign fee after at least 3 years, with fees deposited into the transportation administration collection fund through October 1, 2011.

• Creates separate dedicated funds within the state treasury for each organization (Detroit Red Wings Fund, Detroit Tigers Fund, Detroit Lions Fund, Detroit Pistons Fund, and NASCAR Foundation Fund) to receive donation money from plate sales.

• Requires the state treasurer to disburse funds quarterly to the respective foundations (Detroit Red Wings Foundation, Detroit Tigers Foundation, Detroit Lions Charities, Pistons-Palace Foundation, and NASCAR Foundation) with annual expenditure reporting required beginning February 1, 2012.

• Maintains the existing limitation that the Secretary of State may develop no more than 8 different state-sponsored fund-raising registration plates at any one time, and requires all plate designs to not compromise law enforcement's ability to identify vehicles.
