Requires criminal history checks on all nursing home surveyors beginning November 1, 2012, conducted in the manner specified in section 20173a.

Prohibits survey team members from being employed by a nursing home or nursing home management company at the time of survey, and prevents assignment to facilities where they worked within the preceding 3 years.

Establishes clinical process guidelines for nursing homes covering bed rails, falls, pressure sores, nutrition, pain management, dementia, restraints, and other clinical areas, with biennial reviews and updates required.

Requires abbreviated complaint surveys to be completed on consecutive days and mandates release of survey findings to nursing homes within 10 consecutive days of survey completion.

Establishes quarterly stakeholder meetings with nursing home providers, the state long-term care ombudsman, and clinical experts to address survey process improvements, enforcement fairness, and regulatory consistency.
