Amends the Sex Offenders Registration Act to specify that the Department of State Police shall maintain a computerized law enforcement database containing detailed information about registered sex offenders, including names, aliases, social security numbers, addresses, employment, schools, phone numbers, email addresses, vehicle information, driver's license numbers, passport copies, criminal history, fingerprints, photographs, and DNA status.

Establishes a separate public internet website containing limited information about registered sex offenders searchable by name, location, zip code, and geographic area, while excluding sensitive data such as social security numbers, email addresses, driver's license numbers, victim identities, and arrests not resulting in conviction.

Excludes certain individuals from the public internet website, including juveniles adjudicated in non-adult proceedings, individuals with only out-of-state or foreign juvenile adjudications, and individuals convicted of a single Tier I offense (with exceptions for offenses involving minor victims).

Requires the Department to update the public website simultaneously with changes to the law enforcement database and remove individuals' information within 7 days of determining they have completed their registration period or are no longer required to register.

Permits the Department to note on the public website when a conviction has been set aside or expunged and mandates removal of information if a court determines public availability violates federal or state constitutional protections.
