• Allows intermediate school boards and school district boards to adopt local policies giving preference to Michigan-based businesses in contract awards, subject to federal law restrictions and without applying to federally-funded contracts.

• Exempts purchases through the state's cooperative bulk purchasing program and food purchases under $100,000.00 from competitive bidding requirements.

• Authorizes intermediate school boards and school district boards to enter into swap, hedge, derivative, or similar agreements in connection with the procurement of diesel fuel.
