Adds section 801j authorizing regional transit authorities to charge an optional additional vehicle registration fee of up to $1.20 per $1,000 of vehicle list price, subject to voter approval in the public transit region.

Requires that any ballot proposal for the additional fee must specify how proceeds will be expended and receive approval from a majority of regional voters at a regularly scheduled election.

Directs the secretary of state to collect the approved fee within one year of voter approval and credit revenues to the regional transit authority, minus collection expenses.

Restricts use of collected fees to comprehensive transportation purposes as defined in the Michigan Constitution.

Requires regional transit authority board adoption and certification of the fee proposal to the county clerk at least 70 days before the election.
