Amends the Michigan zoning law (2006 PA 110) to make zoning ordinances subject to the Electric Transmission Line Certification Act (1995 PA 30) and the Regional Transit Authority Act.

Prohibits counties and townships from regulating or controlling the drilling, completion, or operation of oil and gas wells, including issuance of permits for these activities.

Prevents zoning ordinances from blocking extraction of valuable natural resources by mining unless very serious consequences would result, with "valuable" defined as resources that generate revenue and reasonably profit the extractor.

Requires persons challenging zoning decisions to initially prove valuable natural resources exist on the property, there is market need for them, and extraction would not cause very serious consequences, using standards from Silva v Ada Township (1982).

Allows local governments to reasonably regulate mining operations' hours, blasting, noise, dust control, and traffic (under natural resources law), provided regulations accommodate customary mining practices.

Effective date: March 28, 2013, contingent upon Senate Bill 911 also becoming law.
