• Requires local road agencies to annually certify compliance with four conditions beginning September 30, 2014, to receive Michigan transportation fund and commercial corridor fund distributions.

• Mandates compliance with the Publicly Funded Health Insurance Contribution Act (2011 PA 152) and enrollment of new employees in defined contribution retirement plans.

• Requires adoption and implementation of a road safety plan that includes tabulating traffic accidents, reviewing traffic control devices every 7 years, adjusting signal timing every 5 years, conducting safety audits for projects over $1 million, and employing a licensed traffic engineer.

• Requires compliance with asset management requirements of section 9a and authorizes the department to withhold all fund distributions during periods of noncompliance.

• Mandates development of a public dashboard by each local road agency displaying compliance information, accident data, and any withheld distributions.
