Amends section 4a of the Public Authority Act (1963 PA 55) to clarify eligibility requirements for public transportation authorities seeking funding.

Makes public authorities that operate mass transportation systems in service areas covering at least an entire county and provide demand actuated service eligible to apply for funds under section 10e of 1951 PA 51 (MCL 247.660e).

Changes statutory language from "which" to "that" and from "shall be" to "is" for grammatical clarification without substantive policy changes.

Removes reference to "section 10e(1)(f) of Act No. 51 of the Public Acts of 1951" and replaces it with direct reference to "section 10e of 1951 PA 51, MCL 247.660e."
