Creates a "Go Red for Women" fund-raising specialty license plate to be developed by the Secretary of State in conjunction with Go Red for Women organization.

Establishes the "Go Red for Women" fund within the state treasury to receive donations from specialty plate sales and other sources, with funds remaining in the account at fiscal year end rather than lapsing to the general fund.

Directs the Secretary of State to transfer donation money from specialty plate sales to the state treasurer for deposit into the Go Red for Women fund.

Requires the state treasurer to disburse fund money on a quarterly basis to the American Heart Association.

Takes effect January 1, 2012, with the Secretary of State serving as fund administrator for auditing purposes.
