Supplements appropriations for various Michigan state departments, agencies, legislative branch, and judicial branch for fiscal year ending September 30, 2012 with gross appropriation of $106,017,000 and state general fund share of $87,822,900.

Allocates major appropriations to Department of Corrections ($32,244,800), Department of Human Services ($35,702,900), and Department of Community Health ($9,193,300) for operations, psychiatric hospitals, child welfare services, and other core functions.

Authorizes withdrawal of up to $15,000,000 from the Medicaid benefits trust fund to finance health plan services as state restricted revenue.

Establishes the Information, Communications, and Technology Innovation Fund administered by the Department of Technology, Management, and Budget to provide revolving loans to state agencies, local governments, colleges, universities, and nonprofits for technology projects, with repayments and interest remaining in the fund.

Increases total authorized project cost for Grand Rapids Community College Cook academic hall renovations from $14,255,400 to $15,656,700 for window replacement and elevator repairs to enhance energy efficiency.
