Amends criminal sexual conduct statutes (MCL 750.520b-520e) to expand protections for minors and vulnerable individuals in care facilities.

Adds new criminal liability for employees, contractors, and volunteers of child care organizations, foster homes, and foster family group homes who engage in sexual penetration or contact with residents aged 16 and older during residency.

Establishes mandatory lifetime electronic monitoring under section 520n for individuals 17 or older convicted of first-degree criminal sexual conduct against victims under 13 years old.

Increases mandatory minimum prison sentence to 25 years for individuals 17 or older convicted of first-degree criminal sexual conduct against victims under 13, with life without parole required for prior convictions involving victims under 13.

Takes effect April 1, 2013; approved by Governor December 14, 2012.
