Authorizes the Michigan Secretary of State to develop and issue a fund-raising license plate recognizing Calvin College, designed in conjunction with the Calvin College Alumni Association.

Creates the Calvin College Alumni Association Fund within the state treasury to receive and invest donations from the sale of the specialty plates.

Directs the Secretary of State to transfer donation money from plate sales to the State Treasurer, who shall credit it to the Calvin College Alumni Association Fund and disburse funds quarterly to the alumni association.

Requires the fund to retain money at fiscal year-end rather than lapsing to the general fund, with the State Treasurer directing all fund investments and crediting interest and earnings back to the fund.

Establishes a minimum sales goal of 4,000 plates within the first 5 years after the plate is created, exempting this plate from standard sales requirements.
