Requires the Department of Management and Budget to provide competitive bidding for all state purchases of supplies, materials, services, equipment, and other items unless emergency or disaster conditions apply.

Gives preference up to 10% of contract value to qualified disabled veterans, defined as businesses 51% or more owned by veterans with service-connected disabilities.

Establishes a goal for the Department to award not less than 5% of annual expenditures for construction, goods, and services to qualified disabled veterans, with annual reporting to the legislature on progress toward this goal.

Requires the Department to review state agency progress toward the 5% goal annually and make recommendations to the legislature regarding continuation or adjustment of the percentage target based on the number of disabled veteran-owned businesses.

Takes effect only if Senate Bill No. 939 of the 96th Legislature is enacted into law.
