Amends the definition of "solid waste" under Michigan's Natural Resources and Environmental Protection Act to exclude soil washed or otherwise removed from sugar beets.

Clarifies that fly ash from coal combustion is not solid waste when used in specific applications including concrete components (with maximum 6% unburned carbon), road construction asphalt (with maximum 12% unburned carbon), and stabilized aggregate or fill materials.

Specifies that fly ash used as road base or construction fill must be covered with asphalt, concrete, or department-approved material and placed at least 4 feet above seasonal groundwater table.

Allows fly ash as the sole material in land reclamation depositories subject to department approval, with evaluation of ash properties including leachability and depository engineering to prevent water percolation.

Makes minor technical corrections to existing solid waste definitions regarding "yard clippings" verb agreement and solid waste transporting unit equipment descriptions.
