Sets annual licensing fees at $100.00 for nursery growers, plant growers, and nursery dealers, with a reduced fee of $40.00 for operations utilizing less than 1/4 acre or 200 square feet of greenhouse space.

Creates the agriculture licensing and inspection fees fund and horticulture fund to receive licensing and inspection fees, with up to $70,000 annually deposited into the horticulture fund for research, training, and outreach programs.

Requires persons receiving or selling nursery stock on a wholesale basis to maintain shipping documents and inspection certificates for 36 months after receipt or sale.
