Changes community college appropriations from fiscal year ending September 30, 2012 to fiscal year ending September 30, 2013.

Reduces gross appropriation for community college operations from $283,880,500.00 to $100.00, with all individual college allocations zeroed out.

Eliminates School Aid Fund contribution of $195,880,500.00 and reduces State General Fund/General Purpose money from $88,000,000.00 to $100.00.

Shifts community college fiscal year reporting from ending June 30, 2012 to ending June 30, 2013, with monthly payment distributions beginning October 16, 2012.

Requires community colleges to submit verified Michigan Community Colleges Activities Classification Structure data to Michigan Strategic Fund by November 1, 2012 or face withholding of monthly installment payments.
