Increases minimum required days of pupil instruction from 165 days (2010-2012) to 170 days beginning in 2012-2013, while maintaining the 1,098-hour minimum requirement

Exempts cyber schools of excellence and eligible pupils in department-approved dropout recovery programs from minimum instructional hour and day requirements

Establishes that online and blended alternative education program waivers granted in 2011-2012 or later remain in effect unless revoked, while other program waivers require annual renewal

Requires the superintendent to review waiver standards in pupil accounting manuals at least every two years beginning in 2013 to ensure they remain appropriate for evolving online learning trends
