Enacts the Interstate Health Care Compact, allowing Michigan and other states to regulate health care within their jurisdictions and suspend conflicting federal laws and regulations.

Establishes an Interstate Advisory Health Care Commission composed of representatives appointed by member states (maximum 2 per state) to study health care regulation issues and make nonbinding recommendations to state legislatures.

Guarantees each member state receives federal funding equal to its "member state current year funding level" (based on 2010 federal health care spending adjusted for population and inflation changes), provided as mandatory spending without conditions.

Sets Michigan's preliminary member state base funding level at $29,466,000,000 for federal fiscal year 2010 as the baseline for calculating future funding amounts.

Requires Congressional consent to become effective, specifies the compact becomes operative once at least 2 states adopt it, and allows member states to withdraw with 6 months' notice to other member states.
