Creates the autism coverage reimbursement program administered by the Department of Licensing and Regulatory Affairs to reimburse insurance carriers and third-party administrators for paid claims related to autism spectrum disorder diagnosis and treatment.

Reimburses carriers and third-party administrators for paid claims made 180 days after the act's effective date, subject to department approval and verification through autism diagnostic observation schedules or other developmental evaluations.

Establishes the autism coverage fund within the state treasury to pay reimbursements in the order applications are approved, with money remaining in the fund at fiscal year end rather than lapsing to the general fund.

Limits administrative costs to no more than 1% of annual appropriations and requires the department to submit annual reports by April 1 detailing applications received, approved, funded amounts, and administrative expenses.

Prohibits program implementation until the legislature appropriates sufficient funds and ties the act's effectiveness to the enactment of Senate Bills 414 and 415.
