Authorizes the Department of Health to consult and contract with the Michigan Public Health Institute for performing regulatory, disciplinary, and other public health functions under the Public Health Code.

Requires the Department to submit annual reports by January 1 to the House and Senate appropriations subcommittees on community health, fiscal agencies, and state budget director detailing each funded project, allocated amounts, appropriation sources, project duration, spending plans, and subgrantee allocations.

Mandates the Department provide copies of all reports, studies, and publications produced by the Michigan Public Health Institute and its subcontractors by September 30 annually to the same legislative and budget oversight entities.
