Amends the McCauley-Traxler-Law-Bowman-McNeely lottery act to prohibit the sale of state lottery tickets or shares over the internet.

Changes language in Section 9 from "the" to "this" state when referring to net revenues and general welfare provisions.

Modifies the condition for joint enterprise participation from "so long as" to "if" the commissioner determines the joint enterprise produces maximum net revenues for the state.

Removes the requirement that the commissioner submit a proposal to develop a program for education and treatment of compulsive gamblers within 6 months of the effective date.

Maintains existing provisions allowing the commissioner to solicit bids from vendors for lottery operations and to participate in joint enterprises with other sovereignties with the ability to discontinue participation.
