Department must issue directives for state automated information processing installations and telecommunications projects after consulting with affected agencies, ensuring effective and efficient support systems.

Department shall report annually to appropriations committees and fiscal agencies within 120 days after each fiscal year end, including departmental IT expenditure summaries, hardware/software/consulting costs, and distinction between direct state spending and private sector contracts.

Contracts or contract extensions for information technology expenditures of $2,000,000 or more entered after this act's effective date require vendors to provide a performance bond, with bond amounts set between 1/3 and 3 times the contract value.

Multiple contracts with the same vendor for the same project or interdependent projects must be aggregated when determining whether the $2,000,000 performance bond threshold is met.

State agencies must report to the department and appropriations committees on informational systems sold or marketed by the agency or its contractors, including development costs, income derived, and income disposition.
