Creates nonpartisan Senate Fiscal Agency governed by a 5-member board including majority and minority leaders, appropriations committee chair, and 2 other appropriations committee members to serve the Senate.

Creates nonpartisan House Fiscal Agency governed by a committee with either 8 members (if co-speakers exist) or 6 members (if single speaker), with composition varying based on House leadership structure.

Requires both fiscal agencies to develop and implement a letter rating system (A through F) beginning October 1, 2012, evaluating bills that amend or create new tax expenditures based on rate of return per job created or proposed to be created.

Makes fiscal agency documents subject to Freedom of Information Act (1976 PA 442), except employees cannot disclose unpublished bills, amendments, resolutions, or special reports without member consent.

Establishes all fiscal agency employees as nontenured, at-will workers subject to discipline, transfer, demotion, suspension, or discharge by their respective governing boards.
