Requires operators to bring vehicles to a full stop at least 20 feet from a stopped school bus displaying two alternately flashing red lights and remain stopped until the bus resumes motion or signals are deactivated.

Exempts operators on divided highways with intervening spaces, physical barriers, or clearly indicated dividing sections from the school bus stopping requirement.

Establishes that proof a vehicle violated the stopping requirement, combined with proof the defendant was the registered owner, creates a rebuttable presumption the owner was the driver at the time of violation.

Allows judges, district court referees, or magistrates to order violators to perform up to 100 hours of community service at a school, in addition to civil fines and costs.

Effective July 3, 2012.
