Appropriates $3,679,900 to the Department of Treasury for fiscal year ending September 30, 2012 for payments in lieu of taxes (PILT) to local units of government.

Allocates $342,500 for commercial forest reserve payments, $2,403,300 for purchased lands, and $934,100 for swamp and tax reverted lands.

Funds the appropriation from the Game and Fish Protection Fund ($273,500), Michigan Natural Resources Trust Fund ($2,155,100), Michigan State Waterways Fund ($25,300), and State General Fund ($1,226,000).

Specifies that total state spending from state resources is $3,679,900 and total state appropriations paid to local units of government equal $3,679,900.

Makes appropriations subject to the Management and Budget Act, 1984 PA 431.
