Amends the Michigan Public Officers and Employees Conflict of Interest Act (1973 PA 196) to modernize language by replacing "shall include" with "includes" and "which" with "that" throughout sections 1 and 2.

Expands the definition of "public officer" to include elected or appointed officials of the state or political subdivisions, and broadens "employee" to include employees of the state or political subdivisions for purposes of ethics standards.

Adds new subsection (8) prohibiting elected local government officials, including school board members, from using public funds for travel to or expenses at conferences or seminars after being defeated in a primary election, after another candidate is elected to the office, or after the filing deadline if term-limited or not seeking reelection.

Clarifies that instruction or teaching conducted outside regularly scheduled working hours during annual leave or vacation time is not considered a prohibited business transaction if the instructor has no direct dealing with or influence over the employing facility.
