Amends section 74116 of the Natural Resources and Environmental Protection Act regarding motor vehicle park permit requirements for state parks.

Nonresident and commercial motor vehicle operators must display a valid motor vehicle park permit on the lower right-hand corner of their windshield to enter state parks.

Resident motor vehicle operators must pay the recreation passport fee to enter state parks, or display a registration tab or sticker marked to show the fee has been paid if issued by the Secretary of State.

Exempts vehicles from permit requirements when driven on established federal, state, or county highways within parks; used for park operations or maintenance; emergency vehicles; state-owned or law enforcement vehicles; or operated on official state business.

Exempts motor vehicles entering state parks located within cities with a population of at least 600,000 according to the most recent decennial census from permit requirements.
