Adds synthetic cannabinoids to Schedule 1 controlled substances, including compounds with naphthoyl, phenylacetyl, benzoyl, and adamantoyl indole structures, with specific examples such as JWH-018, JWH-073, and AM-1220.

Adds synthetic cathinones to Schedule 1 controlled substances, including compounds with 2-amino-1-propanone structures with various ring system substitutions, with examples such as mephedrone, methylone, and naphyrone.

Establishes criminal penalties for manufacturing, delivering, or possessing with intent to deliver controlled substance analogues, with felony punishable by imprisonment up to 15 years or fine up to $250,000.

Creates new offense prohibiting sale or offer to sell products represented to produce the same physiological or psychological effect as a scheduled ingredient, punishable by felony imprisonment up to 4 years or fine up to $20,000.

Takes effect July 1, 2012.
