Amends section 406 of the Michigan Zoning Enabling Act (2006 PA 110) to authorize legislative bodies to require reasonable fees for zoning permits as a condition of granting authority to use, erect, alter, or locate dwellings, buildings, structures, tents, and recreational vehicles.

Allows cities to adopt zoning ordinances that prohibit persons delinquent in paying civil fines, costs, or justice system assessments from applying for rezoning, site plan approval, special land use approval, planned unit development approval, variance, or other zoning authorization.

Restricts zoning application eligibility only for those delinquent on fines and assessments imposed by an administrative hearings bureau established under section 4q of the Home Rule City Act (1909 PA 279).
