Allows cities that have assumed administration and enforcement of the state construction code to adopt ordinances making persons ineligible for building permits, certificates of use and occupancy, or variances if delinquent on civil fines, costs, or justice system assessments from an administrative hearings bureau.

Applies to persons or owners of affected or proposed buildings or structures who are delinquent in payments imposed by administrative hearings bureaus established under the home rule city act.

Permits cities to use construction code permit denial as enforcement mechanism for collection of unpaid municipal violations and administrative fines.
