Lowers the county population threshold for charter townships to establish free public libraries from 1,000,000 to 750,000 residents.

Reduces the required period without an established free public library service area from 5 years to 3 years before a township board may establish one.

Requires township boards to file a copy of any library establishment ordinance or resolution with the Department of Education within 10 days of adoption.

Establishes that the township board serves as the library's board of directors with final authority, supported by a 7-member advisory committee with staggered 3-year terms.

Provides that libraries established under this section qualify as public libraries eligible for state aid under the 1977 Public Libraries Act.
