Senate Bill 1131 Summary

• Amends the Land Bank Fast Track Act to establish governance requirements for county land bank authorities in counties with populations of 1,500,000 or more, replacing the existing board with a new 7-member board consisting of the county treasurer (as chairperson), two members appointed by the treasurer, two appointed by the board of commissioners, and two appointed by the county executive (or board of commissioners if no county executive exists).

• Requires county authorities created after the bill's effective date to obtain board approval for all expenditures by the executive director and employees, establish and publish written guidelines for all programs on an internet website, and maintain a public website posting all competitive bids and contracts.

• Mandates that the executive director submit performance objectives to the authority board at least twice annually, with the board required to review and evaluate achievement of those objectives.

• Permits qualified cities to transfer tax-delinquent and tax-reverted property to local land bank authorities, with provisions allowing property transfer with or without consideration and establishing procedures for tax lien collection and consolidation.

• Authorizes intergovernmental agreements between land bank authorities and the Michigan Economic Development Corporation, Michigan State Housing Development Authority, and local governments for the exercise of powers related to property management and economic development services.
