Authorizes the state administrative board to convey state-owned property in Ypsilanti Township, Washtenaw County, known as the Ypsilanti state police post #26 facility, by quitclaim deed.

Requires the department to first offer the property to local units of government for $1.00, with purchase deadline of 180 days after the act's effective date.

If not purchased by local government, allows the department to sell the property through competitive bidding, public auction, real estate brokerage, or direct sale to local units at fair market value or less.

Mandates that property sold for less than fair market value must be used exclusively for public purposes with equal fees and terms for all members of the public, with state right to repossess if conditions are violated.

Establishes that net revenue from any sale be deposited in the state general fund after deducting administrative costs, environmental remediation, legal fees, and other sale-related expenses.
