Creates a low-income energy assistance fund within the state treasury to support home energy assistance programs.

Authorizes the state treasurer to receive money from any source for deposit into the fund and to direct its investment, with interest and earnings credited back to the fund.

Requires the Michigan Public Service Commission to annually approve by July 31 a low-income energy assistance funding factor (a nonbypassable surcharge) not to exceed $60,000,000 minus general fund appropriations and prior year fund balances.

Mandates electric utilities, municipally owned utilities, and cooperative utilities to collect the funding factor from all retail customers and remit monthly collections to the state treasurer within 30 days, listing it as a separate line item on customer bills.

Designates the Department of Human Services to expend fund monies according to the Michigan Energy Assistance Act, with the Department of Licensing and Regulatory Affairs serving as fund administrator for auditing purposes; bill takes effect only if Senate Bill 1135 is enacted.
