Establishes the Michigan Energy Assistance Program to provide energy bill payment assistance to households earning no more than 150% of federal poverty guidelines, effective October 1, 2013.

Covers electricity, natural gas, propane, heating oil, and other deliverable heating fuels for primary residences, with crisis assistance available when past due notices are received or fuel tanks fall below 25% capacity.

Requires contracting entities to spend at least 92% of received funds directly on energy assistance, with allowance to use 90% upon department approval, and mandates simplified single application for all applicants.

Designates November 1 through May 31 as the crisis season, limiting non-crisis season spending to no more than 30% of total program funds.

Sunsets on September 30, 2016, and requires annual reports to the legislature on program fund distribution beginning December 1, 2014.
