Amends the 1921 Public Act 246 regulating water carriers in Michigan to add "schedules" to the list of regulated service elements and to provide for uniform carrier by water local franchises and promotion of competition.

Establishes state preemption over local laws by declaring that provisions of this act override contrary local acts, charters, ordinances, or resolutions regarding water carriers.

Declares that the act addresses matters of statewide concern related to protection of water resources and is an exercise of legislative power consistent with the Michigan Constitution.

Establishes the official short title as the "State Carriers by Water Uniform Regulation Act."

Repeals Chapter 16 of the 1899 Legislative Act 437 to comply with the constitutional requirement that general acts be used instead of local or special acts.
