Maintains surge brake restrictions for vehicle combinations under 26,000 pounds gross combined weight rating, except for hazardous material transporters and vehicles designed for more than 8 passengers.

Preserves existing exemptions for farm vehicles, public utility emergency responders, government-owned vehicles, and school buses from motor carrier safety act requirements.

Defines "implement of husbandry" and "farm tractor" by reference to existing Michigan vehicle code definitions.
