Amends the state water pollution control revolving fund definitions to clarify that "assistance" includes loans, refinancing, loan guarantees, insurance purchases, and bond revenue for sewage treatment works, stormwater treatment, and nonpoint source projects.

Redefines "disadvantaged community" eligibility criteria to include municipalities where median household income does not exceed 120% of statewide median income and users meet at least one additional condition relating to poverty areas, household income thresholds, or annual user cost burdens.

Requires annual priority lists for sewage treatment works, stormwater treatment, and nonpoint source projects based on water pollution severity, regulatory compliance requirements, population served, and awards up to 50 points for disadvantaged community projects.

Awards 100 priority points to sewage treatment projects that address failing on-site septic systems affecting water quality or public health, or include septage treatment facilities.

Repeals Section 5315 of the Natural Resources and Environmental Protection Act and requires enactment of Senate Bills 1155, 1157, 1158 and House Bill 5673 for this act to take effect.
