Redefines "disadvantaged community" for public water supply projects to include municipalities where median household income does not exceed 120% of statewide median and meets at least one additional poverty criterion, including poverty area designation, federal poverty guidelines, or high water cost burden.

Establishes a 1,000-point scoring system for prioritizing water infrastructure projects, awarding up to 450 points for drinking water quality improvements, 350 points for infrastructure upgrades, 50 points for population served, and 100 points for consolidation projects.

Awards up to 50 additional points to community water supplies serving disadvantaged communities and 100 points to communities with approved source water protection programs.

Implements tie-breaking procedures based on compliance history with monitoring requirements and cost-per-population ratios when projects receive identical scores.

Permits the department to segment large projects exceeding 30% of annual fund availability, with subsequent segments receiving first priority funding for the following three fiscal years.
