Establishes a commuter discount toll for commercial motor vehicles beginning January 1, 2013, providing a 25% discount from the per-axle toll for vehicles making a subsequent crossing within 36 hours of a prior crossing.

Defines "commuter discount toll" as a 25% reduction from the standard per-axle toll set by the Mackinac Bridge Authority for commercial vehicles (excluding passenger vehicles).

Removes the previous definition of "authorized emergency vehicles" from subsection (2) and relocates it to a new subsection (5)(a) by reference to the Michigan Vehicle Code (MCL 257.2).

Adds a definitions section (subsection 5) clarifying "authorized emergency vehicles" per MCL 257.2, "commercial motor vehicle" per MCL 257.7a, and "commuter discount toll" as the 25% per-axle reduction.

Preserves existing toll exemptions for authority personnel and vehicles on duty, emergency vehicles responding to emergencies, and maintains the misdemeanor penalty for failure to pay tolls.
