Expands Michigan election law to make it perjury when a person aids or assists another person in making false affidavits or swearing falsely regarding voter registration, voting at elections, or qualifying as a candidate for office under sections 848 and 558.

Replaces the previous penalty structure for perjury convictions under the election law with a felony charge punishable by imprisonment for not more than 5 years or a fine of not more than $10,000, or both.

Removes the prior distinction that allowed for either state prison terms up to 5 years or fines up to $1,000 at the court's discretion.
