Adds "gender identity or expression" and "sexual orientation" to the list of protected categories in Michigan's ethnic intimidation law (MCL 750.147b).

Defines ethnic intimidation as maliciously intimidating or harassing another person based on protected characteristics by causing physical contact, damaging property, or making threats.

Punishes ethnic intimidation as a felony with up to 2 years imprisonment, a fine of up to $5,000, or both.

Allows victims of ethnic intimidation to sue civilly for injunctive relief and actual damages including emotional distress, regardless of criminal prosecution outcome.

Entitles prevailing civil plaintiffs to recover triple the actual damages or $2,000 (whichever is greater) plus reasonable attorney fees and costs.
