Establishes fees to be paid to the Michigan Court of Appeals clerk: $375 for appeals of right, leave to appeal applications, or original proceedings; $100 for most motions; and $200 for motions for immediate consideration or expedited appeals.

Allows the $375 appeal fee to be paid only once when multiple parties appeal from the same lower court order or judgment that can be consolidated, and exempts prosecuting attorneys from the $200 fee for criminal appeals.

Charges 50 cents per page for certified copies of court entries and papers, and 50 cents per page for uncertified opinion copies except for one copy sent to each party's counsel at no charge.

Permits courts to waive fees if a person demonstrates inability to pay through affidavit and motion.

Directs all Court of Appeals fees collected to fund the probation swift and sure sanctions program under the probation swift and sure sanctions act.
