Prohibits ticket issuers from restricting or prohibiting resale of event tickets through terms of sale, contractual restrictions, technological barriers, or penalties against purchasers who resell tickets.

Applies to concerts, theatrical performances, sporting events, exhibitions, and similar events open to the general public with admission fees held in venues accommodating over 1,000 people.

Requires ticket sellers and resellers engaged in the trade or business of ticket sales to maintain a toll-free complaint number and implement a standard refund policy covering cancellations, counterfeit tickets, non-delivery, and material misrepresentations.

Exempts from refund requirements certain charitable events distributing free tickets and educational institutions' athletic events with resale restrictions on tickets distributed to students, staff, alumni, and booster organization members.

Authorizes the Michigan Attorney General to bring civil actions for violations, with damages of up to $100 per ticket sold in violation (capped at $100,000 per event) or actual damages, whichever is greater, and allows treble damages for repeat violations.
