Creates a new "supervised physician limited license" for medical school graduates who have completed all education requirements except postgraduate residency training, or who have passed all three steps of the United States Medical Licensing Examination.

Allows supervised physician limited license holders to practice medicine under supervision of a fully licensed physician for up to 10 years and perform activities that their supervising physician determines they are capable of performing.

Establishes a pathway to full licensure for supervised physician limited license holders who have held the limited license for at least 5 years and been refused admission to a postgraduate medical program at least 10 times.

Sets licensing fee for supervised physician limited license at $30.00 per year, compared to $90.00 per year for regular physician licenses.

Requires the Department of Licensing and Regulatory Affairs to review existing rules within one year and amend any rules conflicting with the new supervised physician licensing provisions, with a moratorium on enforcement of conflicting rules until amendments are completed.
