• Amends Michigan Vehicle Code sections 303 and 319 to add license denial and suspension provisions for juveniles with willful and repeated absences from school or other learning programs.

• Denies operator's license to unlicensed persons under age 17 who violated school weapon laws before age 14, making them ineligible for graduated licensing until age 16.

• Denies operator's license to unlicensed persons under age 21 who violated school weapon laws at age 14 or older for 3 years from conviction or juvenile disposition date.

• Suspends licenses for 6 months for juveniles determined by family court to have willful and repeated school absences, effective from the disposition date.

• Effective only upon enactment of Senate Bill 1203 of the 96th Legislature.
