Exempts bulk biosolids and derivatives of exceptional quality from certain Michigan Administrative Code requirements (R 323.2408, R 323.2410, and R 323.2413) when used for landscaping purposes if material is mature, stable, and presents minimal vector attraction.

Requires generators or distributors to provide written records to recipients containing preparer information, handling guidelines, application rates, and monitoring summary of nitrogen, phosphorus, and potassium concentrations.

Limits landscaping use of exceptional quality bulk biosolids to public parks, athletic fields, cemeteries, plant nurseries, turf farms, golf courses, lawns, home gardens, or other director-approved locations.

Requires generators to maintain records of bulk biosolids or derivatives exceeding 20 cubic yards distributed in a single transaction, including recipient name and address, quantity, recipient signature, and intended use description.

Effective January 2, 2013.
