Removes the January 1, 2007 effective date requirement, making the oceangoing vessel permit requirement apply immediately to all vessels engaging in port operations in Michigan.

Requires oceangoing vessels to obtain permits from the Department of Natural Resources and allows issuance only if applicants demonstrate one or more of three conditions: complete ballast tank flushing at least 200 nautical miles from shore in waters over 2,000 meters deep, commitment not to discharge aquatic nuisance species, or use of environmentally sound technology to prevent discharge of aquatic nuisance species.

Permits the department to cooperate with other Great Lakes basin states, Canadian provinces, and regional organizations to develop standards for controlling aquatic nuisance species in state waters.

Specifies that oceangoing vessel permit fees shall follow the fee structure in section 3120 for both individual and general permits, with permits issued according to established timelines.

Authorizes the department to promulgate rules to implement the oceangoing vessel permit requirements.
