Creates new section 448(2) establishing a separate felony crime for soliciting sex acts or lewd conduct from a person aged 16-17 years old, punishable by up to 5 years imprisonment or $10,000 fine.

Retains section 448(1) as a misdemeanor for soliciting sex acts from any person 16 years or older (including adults), with penalties of up to 93 days imprisonment or $500 fine for first offense.

Establishes enhanced penalties in section 451 for repeat offenders: up to 1 year imprisonment/$1,000 fine for one prior conviction, and up to 2 years imprisonment/$2,000 fine for two or more prior convictions under section 448(1).

Requires prosecuting attorneys to list prior convictions on the complaint and information, with courts determining prior conviction status without jury involvement at sentencing or a separate hearing.

Defines "prior conviction" to include violations of related prostitution sections (449, 449a, 450, 462) or substantially similar laws in other states or political subdivisions.
