Requires employers with one or more full-time employees to grant up to 10 hours of unpaid leave per academic year to parents or legal guardians to attend their child's academic activities such as parent-teacher conferences or tutoring.

Permits employers to require leave be taken in increments of no more than 3 hours and to request written verification from the school or school district of the academic activity.

Requires employees to provide notice of intent to use leave at least 7 days in advance, or as soon as possible in emergencies, and allows employees to substitute accrued paid leave instead of unpaid leave.

Allows employers to deny leave requests only if granting leave would disrupt business operations or endanger public safety or welfare.

Prohibits employers from discharging, threatening, or discriminating against employees regarding compensation, terms, conditions, or employment privileges because they request or use leave under this act.
